Haryana Vision Zero

The road infrastructure in cities is generally geared towards the mobility of cars, even though only a small fraction of road users in Indian cities travel by car. This misalignment of priorities is the main reason why 3 out of 4 road fatalities belong to the neglected road user group compromising of pedestrians, cyclists, and motorcyclists.

Globally, cities have adopted a more holistic approach to designing cities that cater to the needs of all road users. To provide solutions to these issues, the Vision Zero initiative has been adopted by cities across the world. A global movement initiated in Sweden, Vision Zero aims at achieving zero traffic fatalities by modifying the infrastructure keeping in mind that human error on roads is unavoidable by adopting a safe system approach.

Haryana Vision Zero program was launched by Shri Manohar Lal Khattar, honorable Chief Minister, Haryana on 2nd May 2017 at Gurugram. Haryana is the first state in India to officially adopt the Vision Zero approach. The Vision Zero approach has been adopted in several parts of the developed world to reduce the number of traffic fatalities to zero focusing on forgiving infrastructure, safer roads, coordinated strategy, and joint efforts of all the stakeholders. This program has been successfully advancing towards its vision to minimize traffic fatalities all over the state through the #SafetyFirst approach.

OUTCOMES:

So far over 6500 km of roads have been audited, of which reports for 2400 km have been submitted to the concerned departments. Police FIRs for 4 years starting 1st January 2016 to 31st December 2019 have been analyzed. 487 Blackspots have been identified for 2016-18, of which 185 have been rectified. By March 2020, 150+ blackspots had been identified based on 2017-19 FIRs. 1300+ Crashes have been Investigated. The biggest impact of the project so far has been saving the lives of over 400 people and over 1000 persons avoiding grievous injuries due to the reduced number of crashes in the state (estimated). Further, the estimated savings to the state GDP is over Rs. 600 crores, and about 900% return on investments.
